Pollard Properties is planning to expand its Vista on the Park apartment complex in Wright City. One of the first steps of that process took place at the Oct. 24 Wright City Board of Aldermen meeting.
The board held two public hearings to receive comments on the voluntary annexation of two properties that Pollard plans to develop.
In total the two properties cover just over 13 acres. They are located on the west side of Bell Road north of Westwoods Road and would be developed into the Vista on the Park West development, an expansion of the existing apartment complex.
Developer Adam Pollard spoke at the meeting and provided some clarity on the development.
“We will be intending to build three apartment buildings and seven townhome buildings for a total of 114 dwelling units,” said Pollard.
According to Pollard, that density falls in line with the city’s zoning requirements and he also plans to develop and sell two commercial lots on the property.
The existing Vista on the Park development currently has 144 apartment units and will include 234 units in total when completed. The last phase of that construction, townhomes, is expected to be finished by the end of 2025, according to Pollard.
Construction on the Vista on the Park West development is still in the far future, and Pollard said, pending board approval, that he hopes to start construction in five to seven years.
That public hearing remained open for comment to the public until the Nov. 7 board meeting, when aldermen postponed a decision on the annexation due to the absence of Alderman Ramiz Hakim.
Annexations and zoning changes require a majority of the board to pass, if the measure had only gathered two out of the three votes from the present board members it would not have been able to move forward, according to City Clerk Abbie Ogborn.
Assuming the annexation passes, Pollard said that he also plans to request a rezone of the properties from agricultural and residential to a planned development area.
Planned development areas allow developers more freedom to build on properties and often involve concessions from both developers and municipalities on zoning requirements, the density of the project and the number of units.
