Timothy Breuer, 58, of Warrenton, was charged with third-degree domestic assault, a felony, stemming from an incident that occurred at he and his wife's home in Warrenton on the morning of Jan. 8.
According to the probable cause statement filed by Warrenton Police Officer Robert Kamp, he was dispatched to the address in response to a verbal domestic dispute.
Dispatchers told him the victim had said she was in a fight with her husband when the line "abruptly disconnected."
Kamp said when he arrived he made contact with Breuer and the victim, who he stated appeared "visibly distressed." He moved the victim outside and said Breuer started yelling obscenities at himself and other officers calling the victim a liar.
The victim said an argument started because she had brought some feral cats inside from the cold at which point she said Breuer grew angry with her, grabbed her by the neck and squeezed, according to the probable cause statement.
She said this caused pain to shoot down the right side of her body and she collapsed to the floor. She also said she had prior surgeries on her right shoulder and leg.
Kamp stated he saw discoloration on the skin of the victim's neck and shoulder consistent with the injuries she described.
The probable cause statement also noted Breuer and the victim have been married for some time and Breuer had a prior conviction of domestic assault in Audrain County in 2009.
A warrant has been issued for his arrest and he is to be held without bond.
