Dennis Richard, 44, of Warrenton, was arrested on Nov. 21 for failure to register as a sex offender, a felony.
Richard was found guilty of aggravated indecent solicitation of a child in Kansas in 1999 and is a lifetime registered sex offender, according to the probable cause statement filed by Warren County Sheriff’s Department Detective Dean Jackson. He was also found guilty of failure to register as a sex offender previously in 2006 in Hickory County, Mo.
On Nov. 12, Warren County deputies were informed by a witness that Richard was residing at a location in Warren County and the witness was concerned for their child’s safety.
Deputies spoke with the Idaho Criminal Intelligence Center and the Warren County Sex Offender Registration Clerk confirming that Richard was a registered sex offender, and he had not registered as such in Warren County.
Richard told deputies he had not registered because he said it would complicate a personal relationship with a woman who he resides with at a location within 1,000 feet of a daycare.
For that indiscretion he was also charged with failure to notify the sheriff of prior residency within 1,000 feet of a school or child care facility, also a felony. This was his second such offense.
Richard also failed to report his employment, use of a cell phone and purchase of a new vehicle to the required authorities, according to the probable cause statement.
Richard was charged with four counts of failure to register as a sex offender and one count of his second subsequent offense of failure to notify a sheriff of prior residency within 1,000 feet of a school or child care facility, all felonies.
A warrant was served for his arrest with a $10,000 bond.
