A 55-year-old St. Charles woman was arrested Sept. 20 by Wright City police while driving what Police Chief Matt Eskew called a “rolling meth lab.”Rhonda G. Milner was charged with distributing, delivering, manufacturing and producing a controlled substance or possessing with intent to distribute, deliver, manufacture and produce a controlled substance. She also is charged with felony possession of a controlled substance.Milner was stopped at 9:54 a.m. after she was observed failing to signal and failing to drive in a single lane, police allege.Police searched Milner’s purse and found a metal tube that contained methamphetamine, authorities allege.Three additional bags containing meth residue were located in the vehicle, as were several items used in the manufactuing of meth, including lithium batteries, coffee filters, sulfuric acid, camp fuel, ammonium nitrate pellets, drain opener, salt, and tubing and pliers used to strip the lithium out of the batteries, police said.Woman Caught in Wright City Driving Rolling Meth Lab
