Warren County: Enterprise Zone Proposal Advances

Efforts to establish a Missouri Enhanced Enterprise Zone (EEZ) in Warren County continue to move forward. Warren County commissioners Monday adopted an order in support of the proposal which included declaring the designated area to be blighted and establishing the seven-member EEZ Advisory Board. Members of the advisory board and their initial terms include: The treasurer of the Warren County R-III School Board (five-year term) — Bill Hawley; The chief of the Warrenton Fire Protection District (five-year term) — Mike Owenby; The vice president of the Greater Warren County Economic Development Council (four-year term) — Tom Kemper; A private citizen and business owner (four-year term) — George Heath Jr.; The Wright City economic developer (three-year term) — Karen Girondo; The Truesdale city clerk (three-year term) — Mary Lou Rainwater; and The director of operations for the city of Warrenton (two-year term) — Terri Thorn. According to the commission order, which was approved unanimously, upon expiration of the initial terms, each position on the board will serve a five-year appointment. Additionally, the commission named the executive director of the Boonslick Regional Planning Commission (BRPC) as administrator of the EEZ. Steve Etcher is the BRPC’s executive director. The area within the proposed EEZ extends east from the Warren-Montgomery County line along Interstate 70 to the eastern municipal limits of Wright City. The area includes a 131-acre portion of a larger tract chosen by CertainTeed Corporation recently as the location for a new shingle manufacturing plant and warehouse facility. The property is situated at the intersection of Interstate 70 and Scudder Ranch Road. The remaining 55 acres of the property for the new CertainTeed facility is in Montgomery County.The property in question is being “viewed as one product,” said Josh Beck, a representative of the GWCEDC. As a result, he said it is imperative that officials in Warren and Montgomery counties “work together as a team. We want jobs to come to the region as a whole,” Beck remarked. “We don’t want to have a border war situation.” The five governmental entities within the area proposed for the designated EEZ — Warren County, Truesdale, Warrenton, Wright City and the Village of Pendleton — each must review a draft plan for the proposal and approve a resolution or adopt an ordinance accepting the plan. Once that step is completed, the county commission will hold a public hearing to approve the final plan before it is submitted to the Missouri Department of Economic Development for consideration. Following is a breakdown of dates for each entity to consider the draft plan and when each body will take final action: Warrenton — Draft plan consideration, May 7, action on ordinance, May 21; Truesdale — Draft plan consideration, May 8, action on ordinance, May 22; Warren County — Draft plan consideration, May 9, action on commission order, May 23; Wright City — Draft plan consideration, May 9, action on ordinance, May 23; Village of Pendleton — Draft plan consideration and action on resolution, May 13. The plan will be sent to the state May 24, and a decision could be made by May 31, according to county commissioners.
