The Warren County Commission selected Septagon to be the project manager for the new county administration building. Septagon's bid of $46,762 was the lowest of two submitted and matched the county's bid description. The company also submitted a bid for $311,100, a figure they told commissioners would meet the needs of the project. The commissioners said Septagon's final cost will be between those two amounts. PARIC, the other bidder, submitted a bid of $464,958. The decision was reached last Wednesday, after the commission reviewed the bids and met with representatives from both companies a second time. Bid proposals were opened Nov. 30. Surprisingly, Septagon and PARIC were the only bidders among firms contacted by the county. The commissioners believe they will see some cost savings by going with a project manager. It's also their intent to use more Warren County contractors. The commissioners will act as general contractors for the project, they said. "(Septagon) submitted the cheapest and best bid," Presiding Commissioner Arden Engelage said. "They had a very thorough and fair bid." Since Septagon submitted a second bid in the original proposal, PARIC was approached to see about revising its bid total. The commissioners, however, said a second proposal was not submitted. The county's new facility will be built on approximately 3 acres purchased on South Highway 47 at the Mockingbird Lane intersection. The site was chosen over property across the highway in the Brune Office Park and land already owned by the county behind the courthouse. Septagon has four offices in Missouri, the closest being in Columbia, and two offices in Iowa. Some of their past projects in Missouri include the Taney County Judicial Center, Texas County Justice Center, Saline County Courthouse and improvements to the Pettis County Courthouse. PARIC is based in O'Fallon with an office in St. Louis. The commissioners said Septagon representatives assured them that as many construction companies from the county as possible will be used on the project. "They said they would definitely work with us on that," Northern District Commissioner Dan Hampson said. The two-story facility with basement will be 39,232 square feet. According to a preliminary estimate provided by Treanor Architects, P.A., the entire project will cost $6,880,495, including land acquisition and site work. The new administration building will house all non-court related departments, including the commission, county clerk, assessor, collector, health department, planning and zoning, environmental health and emergency management. The commission said the existing courthouse eventually will be renovated to include a third courtroom. Treanor officials are still working with the various departments to finalize the layout of each office. Representatives for Septagon also will begin working with Treanor to complete the preconstruction phase of the project. According to a proposed time line provided by Treanor, bids are expected to be prepared by the end of February. Construction is planned to begin in the spring and be completed in the fall. Another month is expected to allow enough time for the various departments to be relocated.
