Pollard Properties received approval for a zoning change from the Wright City Board of Aldermen that will pave the way for the continued development of its Vista on the Park apartment complex at their Dec. 26 meeting.
The two properties, located on Bell Road just north of Westwoods Road, make up roughly 13 acres and were annexed into the city at Adam Pollard’s request in October. This time he was requesting the two properties be rezoned from agricultural to a mixed-use planned development area.
The development would be called Vista on the Park West and would include 114 units between three apartment buildings and seven townhome buildings, according to Pollard who was present at the meeting.
Planned development areas are used by developers and municipalities to make concessions on developments that would not usually be allowed by the zoning code, including changes in setback and density requirements.
PDAs have been the subject of controversy at recent Wright City meetings and two have failed to pass this year.
This time there seemed to be ample cooperation between city officials and Pollard Properties including a crosswalk on Bell Road, a 12-foot acceleration lane to the property, 80 feet of right-of-way and easements on both sides of the property and a $500 per unit road impact fee, according to Aldermen Ramiz Hakim.
“(There were) a couple areas where the developer made some concessions, I believe planning and zoning voted correctly and requested it, and it was approved by the developer,” said Hakim.
Pollard had also previously stated that they do not plan on starting construction on the Vista on the Park West development for several years.
The current Vista on the Park development is still under construction and although the apartment buildings have been completed, the townhomes are not projected to be available until at least May of this year. Currently, the development includes 144 apartments and will include 234 units in total upon completion.
Pollard said they currently plan to start construction on the Vista on the Park West development in five to seven years.
Hakim said the city was making some concessions on this front as well, allowing the preliminary plat approved by the board to remain valid for five years, after which the developer will simply need to appear before the board again to renew if necessary.
“Because of those things, and because Pollard Properties has been a good partner in the past, I’ll make a motion to approve,” said Hakim.
The zoning change was passed unanimously.
