Don Patrick, president and chief executive officer of the 12-county area not-for-profit North East Community Action Corporation (NECAC), has announced staffing changes involving Rhonda Orlando of O’Fallon and Debra Martin of Warrenton.Martin, formerly the NECAC St. Charles County service coordinator, has transferred to the position of housing assistance counselor in Warren and Lincoln counties.Orlando, formerly the coordinator of the NECAC foster grandparent program, is taking over as NECAC St. Charles County service coordinator.NECAC is a 12-county area not-for-profit social service, community health and public housing Community Action Agency. NECAC contracts with federal, state and local governments, private businesses and other not-for profit organizations to operate and administer self-sufficiency service programs for the low-income, elderly, youth, disabled and disadvantaged population. The agency’s Central Administration Offices are located in Bowling Green, with NECAC Service Centers operated in each county.In her new duties, Orlando will work with clients to deliver and coordinate agency self-sufficiency programs.
