Warrenton officials last week finalized placing two measures on the April 5 ballot.The city will ask voters to extend the western boundary down the Interstate 70 corridor and to continue a titling tax on some purchases made out of state.Aldermen voted unanimously in favor of placing both measures on the ballot at their Jan. 19 meeting.The city’s current western boundary stops on the eastern side of the Highway A/B overpass. Its proposal includes only the interstate and surrounding right of way between the western half of the overpass and public property near the Budget Inn motel, officials said. The annexation does not include any private property.Over the last several years Warrenton has sought voter approval on a regular basis to keep extending its western boundary. The most recent successful annexation happened in November when 75 of 100 voters who cast ballots supported the proposal.The titling tax imposes a local sales tax on the titling of motor vehicles, trailers, boats and outboard motors that were purchased from a source other than a licensed Missouri dealer. The ballot measure does not create a new tax, but rather allows the city to continue a tax already being collected.Complicating matters is confusing ballot language set by state statute, city officials noted previously. In order for the city to continue receiving revenue from the titling tax, voters must oppose the measure.If the tax is discontinued, it would result in Warrenton losing approximately $63,000 in sales tax revenue annually.In other newsAlso at the Jan. 19 meeting, the board voted to approve three special event permit requests from the Warren County Fair Association.The following are the dates approved at the fairgrounds: demolition derby, April 23; motocross practices, April 9, May 14, June 11, Aug. 13, Sept. 10 or 17 and Oct. 8; and horse shows, June 4, June 11 (rain date), July 9 or 16, Aug. 6, Sept. 17, Oct. 1, Oct. 8 (rain date) and Oct. 15. The permit requests were approved by a 5-0 vote.The planning and zoning commission had recommended approval at its Jan. 7 meeting.• Deloris Rose was hired as a communication specialist and will be paid $17 an hour. She began work Jan. 25.• The board agreed spending $23,724 for 36 8-foot picnic tables from Champlin Tire Recycling, the lowest of 10 bids received by the city. The city had budgeted $23,900 for the purchase. Other bids ranged from $24,570.72 to $36,819.60.• The city unanimously approved four-year agreements with William McDonough and Charles Billings to continue as municipal judges. For each court session they preside over, McDonough will be paid $1,200 and Billings’ pay is $75 per hour.• The city will pay $6,370 to Information Technologies, Inc., for a hosted records management system and an additional $12,250 for data conversion of the old records.• A board orientation/planning meeting is scheduled for Friday, April 22.
