Innsbrook board will revisit ban on short-term rentals

The Innsbrook Village Board of Trustees will revisit a potential ban on the practice of short-term home rentals, after leaders of the Innsbrook Corporation missed a promised date for a proposed compromise on the issue.

Village leaders are seeking to curb nuisances allegedly caused by vacationers who rent a home in the village for a few days and cause excessive noise or other disturbances during their stay.

The board of trustees postponed action in October following a promise by the privately-owned Innsbrook Corporation that it would introduce new rules to the resort village’s homeowners association that will address the issue. The corporation is in charge of enforcing rules for the homeowners association, which includes many of the village’s residences.

During the village board’s January 12 meeting, Chairman Jeff Thomsen said corporation CEO Charlie Boyce and President Chip Wobbe had not met their promised date to deliver proposed rules.

“We were promised by Charlie and Chip that by the end of 2020, we the village board would have in our hands the rules that they proposed to impose upon any property owners in (Innsbrook Resort) who are renting their property. ... That did not come about,” Thomsen commented.

He said Boyce later apologized for missing the agreed date, and that the CEO promised to have a proposal ready for the village board’s February meeting.

Village Trustees Cynthia Bowers and Trish Dunn expressed frustration with the delay. Bowers has been a strong advocate for the short-term rental ban, while Dunn has said the corporation hasn’t done enough to enforce existing homeowner rules.

“Will there be an explanation from (Boyce) of their plan on enforcing these (new) indentures better than they’re enforcing the current indentures?” Dunn asked during the Jan. 12 discussion. She said February will be pushing close to the start of the next rental season, and she wants to see the issue resolved.

Bowers called for the bill banning short-term rentals to be taken up again at February’s village board meeting. She said the board should take action on the bill if corporation leaders don’t live up to their promise.

“If they come forward and they have a fully well-documented, well-written, good plan, then there would be no need for us to read the bill. But we have the ability that if nothing is done, that we’ve positioned ourselves to take action,” Bowers said.

Her fellow trustees agreed with her, voting 5-0 to schedule a reading and consideration of the short-term rental ban bill at their Feb. 10 board meeting.
