City Debates Catch the Glow Request

Warrenton aldermen said Tuesday if more cooperation is not received from the Warrenton Downtown Association (WDA), the city may look to take over the event next year. The board approved a tourism commission recommendation to give the organization $18,072 for this year's event at Tuesday' meeting. As part of the agreement, the WDA will reimburse the city for any sponsorship or donation money it receives for the event. Aldermen Jim Dreyer, Jerry Cullom, Phil Tallo and Beth Kendall voted to approve the recommendation, while Fred Flake and John Clark opposed the request. The board's approval is still contingent on WDA completing a financial audit completed by the June 27 event. The city requires an audit when requests for tourism funds exceed $10,000. "I don't appreciate with the way this has been handled and the amount of time we've had to spend trying to get an audit when other organizations are told they need an audit and we don't have to go through this every meeting," Cullom said. WDA hosts the one-day event which is funded through the city's tourism budget. The street festival features live entertainment, kids' games, and food. Last year, organizers estimated 4,000 people attended. Two weeks ago, the board voted to make all the necessary payments for Catch the Glow until an audit was completed. The motion approved by aldermen April 21 was contingent on receiving an agreement between an auditing firm and WDA. The city received a letter from the auditing firm Tuesday afternoon stating what procedures would be completed. However, city officials said it did not meet the requirements they had previously established with the WDA. In the letter David Shigo, a certified public accountant with Warrenton-based Shigo and Associates, LLC, said the audit would begin May 7 and be completed a week later. The audit would cost WDA $1,050. Until an audit is submitted and reviewed by the city, no funds will be dispersed to WDA, according to aldermen. Until then, the city will be responsible for making all payments to ensure the event goes on as scheduled. Clark suggested the board not approve the funding request in order to make a point to WDA about the failure to meet the city's demands. "It's not the end of the world if we don't have it," he remarked. Flake, board president, questioned why the audit hadn't been completed by now despite repeated urging from the city to have it done. He previously said WDA members knew of the need since a tourism commission meeting held May 27, 2008. "I think they should meet all the requirements in order to be consistent," Flake said. "We got other organizations asking for money too and they have the same requirements as them. Everybody should be consistent. I don't know why they don't want to follow the rules and the requirements." WDA Treasurer Alouise Marschel, however, said the organization didn't know what type of audit was needed until February, and by that time, tax season was in full swing.
