Wright City passes planned development ordinance, approves liquor license for cigar bar

After previously rejecting a zoning code amendment for planned development areas, the Wright City Board of Aldermen approved a revised version of the ordinance by a 3-1 vote during its meeting Thursday, Nov. 6.

The amended version reduces the average lot size to 21,780 square feet in the SR-2 zoning areas. Alderman Kim Arbuthnot cast the lone dissenting vote.

Wright City passes planned development ordinance, approves liquor license for cigar bar

After previously rejecting a zoning code amendment for planned development areas, the Wright City Board of Aldermen approved a revised version of the ordinance by a 3-1 vote during its meeting Thursday, Nov. 6.

The amended version reduces the average lot size to 21,780 square feet in the SR-2 zoning areas. Alderman Kim Arbuthnot cast the lone dissenting vote.

The original proposal, first reviewed last month, would have placed planned development areas under the SR-4 zoning designation and required and average of 43,560-square-foot lots. It failed by a 2-1 vote with Arbuthnot absent from that meeting. Alderman Karey Owens switched her vote from between the meetings as the compromise was reached.

Owens said she wanted something lower than the average 21,780 square foot lot size, but was willing to compromise on the SR-2 size. Alderman Ramiz Hakim preferred a larger lot size designation.

The aldermen also heard a presentation in support of a liquor license for an establishment in Wright City to be called Freedom Cigar Bar.

The bar, which will be located at 13426 E. Veterans Memorial Parkway, is meant to be a community conscious location according to owners Jeff Culbertson and Jeff Scanlon.

According to both men, the establishment will include smoke eating devices which will help ventilate the premises. The business will offer cigars, mixed drinks and beer, but will not offer food other than traditional bar snacks.

Culbertson and Scanlon said that they don’t yet know what the demand will be, but they are proposing for the bar to be open from 4 to 10 p.m. Monday, Wednesday and Thursday, 4 p.m. to 12 a.m. Friday, 11 a.m. to 12 a.m Saturday and 11 a.m. to 8 p.m. Sunday, depending on seasonal sports schedules.

A conceptual design for the bar was presented to the aldermen as a suggestion of what the premises would look like upon completion.

The aldermen unanimously approved the liquor license by a 4-0 vote.

The aldermen also unanimously approved the holiday campaign for Drive Sober or Get Pulled Over by a 4-0 vote.

The date for Wright City’s municipal election was also set by a unanimous 4-0 vote for April 7, 2026. The positions open for the upcoming election are for mayor, and for aldermen Karey Owens and Ramiz Hakim’s spots on the board.
