The Wright City Board of Aldermen has given Mayor David Heiliger the go ahead to begin negotiations with Public Water Supply District 2 (PWSD 2) for the sale of Wright City’s sewer system.The city began seeking a potential buyer for the sewer system in January. Officials say upgrades mandated by the Missouri Department of Natural Resources have become too expensive and are set to cost the city millions.After requesting proposals from sewer and water operators, the city received competing responses from Missouri American Water, based in St. Louis County, and PWSD 2, based in St. Charles County.PWSD 2 Treasurer Ron Smith told aldermen in March that the water district would hold sewer service charges at their current rates for five years, something Ward 1 Alderman Dan Rowden has said the city will not be able to do.In a new development, PWSD 2 will have the option to negotiate for the purchase of the city’s water supply system, as well. “(PWSD 2) proposed that it would be interested in doing both water and sewer, so the board decided to see what they would buy both for,” City Clerk and Treasurer Karen Girondo said. “That’s not a given yet. They’re exploring all the options.”Any sale of the sewer or water systems will have to receive final approval from Wright City voters. If approved, PWSD 2 would assume management of all or part of the city’s network of pipes, pumps and treatment facilities. The water district also would be required to assume the city’s $2.6 million debt associated with a 2008 sewer treatment plant upgrade, according to the initial request for proposals.The board of aldermen voted 3-0, with Alderman Tom Dixon absent, to begin the negotiations during the board’s April 13 meeting.The Wright City Board of Aldermen meets the second and fourth Thursday of each month, 6:30 p.m. at Wright City Hall. The next meeting is April 27.The Public Water Supply District 2 Board of Directors meets the second Tuesday of each month, 6 p.m. at the district’s offices, 100 Water Drive in O’Fallon.Sewer
