Plans for a new pool complex and city park in Warrenton will start becoming reality this spring when crews clear land west of Warrior Avenue and Highway 47.The Warrenton Board of Aldermen on Feb. 21 approved a $99,750 bid from KCI Construction to clear underbrush and certain trees within the 39-acre property and do rough grading for an interior roadway. That work will begin as soon as the city receives approval from the Army Corps of Engineers, officials said.KCI submitted the lowest bid that met project requirements, Warrenton Director of Operations Terri Thorn said.Highest on the priority list for the park, once cleared, are plans for a new aquatic center to replace the city’s current municipal pool complex, which was built in 1989. Thorn previously said the pool is at the end of its life-span.Replacing the pool will require the city to acquire some type of financing. Thorn said there are options for the structure of that financial obligation.“We need to determine what the best option is going to be for the city,” Thorn told the board of aldermen. She recommended the city engage financial advisory firm WM Financial Strategies to help develop a plan for financing the aquatic center, which will include indoor and outdoor pool areas.The board of aldermen approved an agreement with WM Financial Strategies to enlist the firm’s assistance for $15,000-$18,000. The board also approved an agreement with law firm Gilmore & Bell to provide independent legal counsel in the financing process. The fee for that service will be negotiated later, according to the agreement.The city has previously engaged both firms for other projects, including a planned $15.4 million Interstate 70 interchange. Both firms are out of St. Louis. Big plansWarrenton purchased the land for the new park for $285,000 in 2015. The property is in a wooded area on the far side of a vacant field along Highway 47, across from Warrior Avenue and the Scenic Regional Library.Warrior Avenue will be extended to enter the southeast corner of the park.In addition to the aquatic center, the city has plans for a variety of other amenities there, said administrative assistant Brandie Walters, who is coordinating the project.Those include an outdoor amphitheater, fishing dock, disc golf course, walking trails and a dog park.No matter how the city finances the project, Walters said there would be no new taxes.The aquatic center construction will be paid for using funds that currently go toward the Warrenton Athletic Complex, the loan for which is set to be paid off next year. Other portions of the park will be worked into future budgets, Walters said.The final cost of the aquatic center won’t be clear until an engineer has been hired for the project, she said.The city is accepting engineering bids for the aquatic center until March 17, Walters said. After that, the construction time line depends on the engineer, but the city hopes to have the aquatic center open by fall 2018, she said.In the meantime, the city already has money budgeted for work on the park’s walking trails and dog park, which Walters said will begin at the same time as the pool complex.The other park amenities won’t be put in immediately.“Our plan is to put money in our budget each year to accommodate all the amenities,” Walters said.2017 New City Park
