Jennifer Harlan, 51, of Winfield, was charged with one count of failure to register as a sex offender in Warren County on Aug. 12.
According to the probable cause statement filed by Warren County Sheriff’s Department Lieutenant Scott Schoenfeld, Harlan reported to the sheriff’s department on Aug. 12 for her annual registration appointment as a sex offender and refused to provide an address.
Further investigation revealed that while Harlan reported an address during her appointment on Aug. 12, 2024, she moved from that address shortly thereafter without reporting the change.
Harlan said she moved between hotels before living in a camper in Moscow Mills, where she has lived for the past two months, according to the probable cause statement.
Schoenfeld said during previous investigations for failure to register, he has explained Harlan’s requirements to register addresses and her obligations related to homelessness.
Harlan was first registered as a sex offender in Carroll County, Il., and had previously been arrested for additional offenses related to her failure to register on Aug. 12, 2024.
A warrant has been issued for her arrest and she is to be held without bond.
