Warrenton man who shot at police gets federal conviction

A felon who allegedly committed a robbery and shot at police officers chasing him has pleaded guilty to federal court charges.

Elijah W. Moore, 38, of Warrenton, pleaded last Friday to two charges of attempting to kill a federal officer, as well as discharging a firearm during a violent crime and one charge of carjacking. The U.S. Attorney’s Office for the Eastern District of Missouri said in a press release that Moore signed a plea agreement seeking 25 to 35 years in prison.

The federal charges stem from the final hours of a day-long manhunt for Moore and at least one accomplice who allegedly robbed a home in Wright City in July 2019. Moore was arrested after an extended chase in which he allegedly stole a vehicle outside Wentzville and shot at police officers chasing him, including at least one U.S. Marshal.

After crashing the vehicle, Moore engaged in a gun battle with police and was shot in the legs, the U.S. Attorney’s Office said. No officers were injured during Moore’s flight or arrest.

Prior to the violent chase, Moore and one other suspect are accused of breaking into a Wright City home, restraining the homeowner and stealing valuables and an SUV. In the pre-dawn hours of July 29, 2019, a Wright City police officer spotted the stolen vehicle and pursued it. Moore allegedly shot at and disabled the police vehicle during that chase.

Moore and the second suspect, Patricia N. Winsor, 35, of Warrenton, were later tracked to a home in New Melle. Winsor was arrested there by St. Charles County police, while Moore continued to flee until the shootout with officers.

In addition to the federal charges against Moore, both suspects were charged with a slew of felony offenses in Warren and St. Charles counties.

Moore’s federal sentencing has been set for Feb. 25, 2021. Winsor’s case remains pending in Warren County Circuit Court for charges of first-degree assault against a police officer, kidnapping, burglary, and stealing a motor vehicle.
