Warrenton board approves grant with Missouri Highways and Transportation Commission for traffic study

Warrenton board approves grant with Missouri Highways and Transportation Commission for traffic study

Warrenton will move forward with a $12,000 grant for a traffic study on Morgan Street following its approval at the Dec. 3 board of aldermen meeting. 

The grant is through the Missouri Highways and Transportation Commission’s Traffic Engineering Assistance Program and Warrenton will be required to match the funds with an additional $3,000. 

The TEAP program is used to provide municipalities with access to consultants for necessary traffic studies and, according to MoDOT’s website “typical studies may include corridor safety and/or operational analysis, intersection safety and/or operational analysis, speed limit review, sign inventory, pedestrian/bike route analysis, parking assessments, ADA transition plans and other traffic studies.”

The traffic study through MoDOT will be conducted early next year and will be combined with a larger traffic study conducted by the city plans to undertake some time next year. 

The city has contracted with GBA Planning to undertake the larger study. 

“One of their focuses in our planning meeting was to look at different areas throughout the city to figure out where we were gonna need better roads or transportation,” said City Administrator Brandie Walters. “So that’s kind of why we’re moving forward for next year. GBA is going to do a traffic study overall, we’re going to come in and analyze those specific areas.”

She did specify that the traffic studies will be limited to city streets, and not state roads like Route MM. 

City officials wanted to move forward with the traffic study on Morgan Street quicker due to the development coming in on that road. 

Earlier this year the board approved the Park Hills subdivision, a development on the south side of Morgan Street across from Binkley Woods and Spector Lake. 

The subdivision is currently building phase one of the development, which includes 20 single-family homes on the east side of the creek. They have also received preliminary plat approval for the entire 97-home development but are not building at that level yet. 

The 20-home development is being constructed on roughly 35 acres on the road by Premier Builders. 

“Park Hills is going to be building out there, and that was a concern when they (the board) heard about Park Hills,” said City Administrator Brandie Walters. “The transportation on Morgan was an issue, transportation and pedestrian traffic.”

The results of that traffic study, once combined with the rest, will provide a more complete picture of Warrenton’s transportation and infrastructure needs moving forward.
