Warrenton aldermen approve final plat for Park Hills Subdivision

The Warrenton Board of Aldermen approved the final plat for phase 2 of the Park Hills Subdivision after public comment on the issue and an extended discussion.

Prior to the board’s approval, four members of the public spoke about the plat and voiced some concerns about the project.

Resident Brad Busekrus said that the proposed final plat was not the same as the preliminary plat provided by the city originally in 2021. He added that street signs for the subdivision were also not put up in a timely manner.

Resident Dan Busekrus said he borders the proposed subdivision on two sides and is very concerned about water runoff from the property affecting other property owners.

Resident Mikal Schlenther said phase one of the project was supposed to include a bridge crossing that would help tie the street network for the subdivision together. She noted the bridge work had not yet been completed.

Clifton Woolf then spoke and said that while he was in support of the subdivision, he had concerns about creating a subdivision with only one entrance. He also spoke about the need for a bridge in the subdivision over Big Creek.

A representative from Premier Builders, the developer of Park Hills, spoke about some of the issues presented during the public comment. He said the project was always supposed to be 96 lots, but now it is designed for 90 lots. The final plat is slightly different from the preliminary plat according to Warrenton Director of Planning and Development Tim Burks. Burks said the street layout and house layout is the same, but some lot sizes changed from the preliminary to the final plat.

Alderman Larry Corder asked Burks if changes can occur between the preliminary plat and the final plat. Burks confirmed this happens often.

With respect to the water runoff, the representative from Premier Builders said the company’s engineer is a stormwater engineer and so he was not concerned that water runoff would be an issue.

With respect to the issue of one entrance to the subdivision, he said they would be adding entrances once they complete phase three of the project. The bridge over Big Creek will also be completed during phase three, which the project should reach in a year and a half.

Ultimately the city approved the final plat by a vote of 5-0 with Alderman Jack Crump abstaining.

The board also voted 6-0 to amend the city’s municipal code to allow indoor athletic and exercise clubs; sports and recreation clubs, gyms, boys and girls clubs except gun clubs and shooting clubs as a conditional use in the R-2 zoning district.

The board also voted unanimously to accept water lines, street signs and street lights for Westwood Farms plat one.
