The Warren County Commission opened bids Thursday morning for the county’s 2026 roadway overlay program.
Four bids were submitted on the project with the lowest bid coming from Mid River Asphalt Inc. in the amount of $2,147,113.40. Other bids came from West Contracting in the amount of $2,541,503, E. Meier Contracting at $2,522,691.50 and Pace Construction Company at $2,835,777.
No decisions were made on the bids Thursday as Cochran Engineering will be reviewing bids and submitting a recommendation to the commissioners. According to Presiding Commissioner Joe Gildehaus, the county has budgeted $3 million for the overlay program for 2026.
Cochran Construction Utility Manager Gary Scheipeter said that once the commissioners review and approve the bid, Cochran will submit the contracts and authorization to proceed. Scheipeter said the authorization would include performance bonds, payment bond and insurance at 100 percent of the value of the contract. After that is done, the commission will finalize the contracts and a notice to proceed will then be issued.
Scheipeter said the hope is that the project will begin in early May.
The roads to be completed as part of the 2026 roadway program include: Palmyra Road, Ranch Road, Quarry Road, Royal Drive, Shetland Lane, Shepherds Glenn Lane and portions of Stracks Church Road.
On Palmyra Road, the road will consist of full width pavement milling and a three inch thick compacted final surface on the entire roadway. The roadway will have four-inch white edge lines on both sides of the road and four-inch yellow dash centerline.
On Ranch Road, which is an existing rock road, contractors will install a two-and-a-half pug mix, with a three- inch asphalt overlay. The asphalt will be extended approximately three feet from the edge of the road at each driveway approach.
Quarry Road, an existing asphalt road, will have two-and-a-half inch full-width pavement milling with a three inch thick compacted final surface course.
Royal Drive, which is an existing asphalt road, will have several locations where pavement repair will be necessary. The road will have a one inch leveling course and a two inch thick compacted final surface.
Shetland Lane, also an existing asphalt road, will have a one inch leveling course and two inch thick compacted final surface.
Shepherds Glenn Lane, an existing asphalt road, will have work done to repair pavement in certain spots. There will also be several driveway transitions built in from the roadway and it will also have a one inch leveling course and a two inch thick compacted final surface.
Stracks Church Road is divided into middle and southern portions. The middle portion will have a transition designed where the road meets Country Grove Lane. It will also have a one inch leveling course and two inch thick final compacted surface. There will also be several locations along the road where pavement repair will be necessary.
South Stracks Church will require pavement repair in several locations.
