Warren County Man Charged With Forcible Rape

A Warren County man is accused of raping a 28-year-old woman and threatening to hurt her and her children if she told anyone. Sheriff Kevin Harrison said Tony Mann, 50, of the 27000 block of Reel Road, allegedly forced the woman to have sex with him at an area east of Warrenton July 10. Mann, who was taken into custody July 12, has been charged with two felony counts of forcible rape and tampering with a victim. He remains in the Warren County Jail in lieu of a $110,000 cash-only bond. The woman reported the rape when she was found walking along Highway 47 near College Avenue around 6 a.m. July 10. Eric Schlueter, an off-duty deputy, was driving home after working overnight security at the Warren County Fairgrounds and observed the victim walking. Schlueter contacted the woman, who appeared to be upset, and she told him she had been raped, according to Harrison. Harrison said Mann drove the woman to an area off Highway M in the early morning hours of July 10. Once at the location, Mann removed a cover from a pool, took off his clothes and began swimming. When the woman asked to leave, Mann allegedly pulled her into the pool. As she struggled to get back out, she tripped on the concrete surrounding the pool and fractured her wrist, police said. Once on the ground, Mann allegedly removed her clothing, punched her several times and forced her to have sex, police said. He then threatened the safety of the woman and her family, according to the allegations. Following the alleged incident, Harrison said Mann dropped the woman off in the area of her house. According to a probable cause statement, Mann first denied he had any type of sexual contact with the woman while being interviewed by detectives two days after the alleged incident. Police said Mann later told them that the sex was consensual, the probable cause statement alleges.
