Police arrested Arturo Flores, of the 28000 block of Orchard Farm Circle, after finding him inside a vehicle without permission in the 400 block of Dahlgren Avenue. According to a probable cause statement, Flores initially refused to get out of the vehicle and resisted officers as they tried to place him in a patrol car.
