Voters’ guide for August primary election

Missouri’s primary elections are Aug. 7. The primaries feature nominees selected from each political party to compete for office during the general elections in November.

Below are all of the propositions and candidates that will appear on ballots in Warren County. 

Prop A will appear on all ballots. Other propositions are based on where the voter lives.

Candidates are listed by political party and are in the order they appear on the ballot.

PROPOSITIONS

Proposition A (Right-to-Work)

Prop A is a petition referendum of the “Right-to-Work” law passed by Missouri lawmakers last year. The “Right-to-Work” law states that no person can be forced to join a union or pay union dues as a condition of employment.

A “yes” vote is to uphold the law, which supporters say gives workers the freedom to choose whether or not to support a union. Supporters also say passing “Right-to-Work” will attract more jobs to the state.

A “no” vote is to overturn the law. Opponents argue the law allows free-riders to benefit from union representation without paying to support that representation.

Warrenton Fire Tax Proposition

The Warrenton Fire Protection District is asking voters to approve a tax increase of 37 cents per $100 assessed valuation. That would bring the district’s total tax levy to 81.97 cents per $100 assessed valuation.

District officials say they will use the funding to hire nine additional firefighters, creating a second fire crew that would provide 24/7 coverage for the district. The funding would also be used for certain equipment purchases.

Opponents argue that the tax increase is too drastic.

Wright City Fire Tax Proposition

The Wright City Fire Protection District is asking voters to approve a tax increase of 34 cents per $100 assessed valuation. That would bring the district’s total tax levy to 75.27 cents per $100 assessed valuation.

District leaders say the funding would preserve the jobs of six firefighters hired on a federal grant that expires next year. The additional staff allows the district to have four firefighters per shift instead of two.

The tax increase would also allow the district to replace aging equipment and vehicles, officials said.

Opponents have criticized the tax proposal for being too high compared to the current tax rate.

Hawk Point Fire Bond Issue

Hawk Point Fire is asking voters to approve a $1 million bond issue. Hawk Point is in Lincoln County, but a portion of the fire district extends south into Warren County.

The bond would be used to purchase three fire vehicles and two sets of vehicle rescue equipment.

The bond would include an estimated tax increase of 17 cents per $100 assessed valuation, to pay off the bond over 20 years.

Pendleton Sales Tax

The village of Pendleton is proposing a 1 percent sales tax that would be applied to purchases within the boundaries of the village.

UNCONTESTED

The following Warren County offices had only a single candidate file for election: associate circuit judge, Division 2; associate circuit judge, Division 3; county clerk; circuit court clerk; county treasurer; prosecuting attorney; collector of revenue.

REPUBLICAN CANDIDATES

Presiding County Commissioner

The presiding Warren County commissioner represents all county voters and leads the three-person commission that oversees the county government. There are two Republican candidates.

• Joe Gildehaus is a business owner from Marthasville.

• Roger R. Mauzy Sr., the incumbent, was the Warren County coroner before being elected in 2015.

Presiding Circuit Judge

Two former prosecuting attorneys are vying for the top judgeship of the 12th Circuit Court, which serves Warren, Montgomery and Audrain counties. No other candidates are running for office, so the winner here will get the judge’s seat.

• Jason Lamb, Mexico, is a former prosecutor for Audrain County.

• Tim Joyce, Warrenton, is a former prosecutor for Warren County. 

Recorder of Deeds

The recorder of deeds is in charge of maintaining important public records, including for land ownership and marriage licenses. Two candidates are running on the Republican ballot and have no challengers from other parties.

• Deborah L. Engemann, the incumbent, has held the office for almost a decade.

• Linda J. Gant is a former clerk for the recorder of deeds and currently an administrative assistant for Warrenton Fire Protection District.

State Rep., District 42

This office represents the areas of Warrenton and Marthasville, as well as Montgomery County and part of St. Charles County. Two people are competing for the Republican nomination.

• Jessica Catron, Warrenton, a former legislative staffer in the Missouri House of Representatives.

• Jeff Porter, the former mayor of Montgomery City.

State Rep., District 63

This office represents the areas of Wright City, Innsbrook and Wentzville.

• Incumbent Bryan Spencer is unopposed to appear on the ballot in November.

State Senator, District 10

This office represents Warren County and five other counties in the Missouri state senate.

• Incumbent Jeanie Riddle is unopposed to appear on the ballot in November.

This office represents the areas of Wright City, Innsbrook and Wentzville.

• Janet Kester is unopposed to appear on the ballot in November.

State Senator, District 10

This office represents Warren County and five other counties in the Missouri state senate.
