Truesdale board approves payment for Smith Street project

The Truesdale Board of Aldermen unanimously approved an invoice to TS Banze construction in the amount of roughly $313,000 for the substantial completion of the Smith Street project.

Mayor Jerry Cannon did clarify the city was withholding roughly $30,000 for retainage which would be released to the contractor once a punch list of final clean up was completed.

City Clerk Elsa Smith-Fernandez was glad to have the work completed and remarked it was likely one of the worst streets in the city. Cannon said at some points of the road it was too narrow to accommodate two cars traveling in opposite directions.

Cannon said he worked with Public Works Director Steven Harlan to identify areas on the road that needed extra attention and needed to be handled by TS Banze before they received the final payment.

“Steven (Harlan) did a really good job pointing out lots of things that still needed fixed,” said Cannon. “They are minor things for the most part.”

He said some of the fixes included some issues with leakage and repairs to some manhole covers on the road. He also stated the city had reiterated the requirement with TS Banze to rectify any issues that arise with resident’s yards related to the project as crushed asphalt was buried in some areas.

“If there are issues with asphalt rearing up through there they will be required to fix that and continually check on that and to go ahead and seed and straw in areas that were washed away,” said Cannon.

The project did face several delays due to weather and issues from contractors as it was originally scheduled to be completed months prior and was awarded multiple extensions by the board.

This was the first phase of three that will widen and repave the road in Truesdale. That phase covered the road from Laura Street to just past the MaryLou Center and the next two phases will improve the road first to Depot Street then further west to N. Water Street, where Smith Street ends.

Cannon said the city was still working out plans to bid and award projects for the next phase of the project and was looking for any grant opportunities to help pay for the remainder of the road.

Smith-Fernandez said they were tentatively working with the Booneslick Regional Planning Commission to apply for a grant for over $500,000 that would be used to cover the second phase of the project.

“It’s just a third of the way done with that amount, so that’s quite a sum of money for our city,” said Cannon.
