Track facility proposed for mud bog, pulling events

Record Managing EditorPlans are in the works for a facility to host mud bogs and truck and tractor pulls in Warren County.However, approval must be granted by the Warren County Planning and Zoning Commission before the idea can move forward.MSA Heath, LLC, owned by George and Dana Heath, is seeking a conditional use permit to open the facility at 25545 State Highway B, located southwest of Pendleton. They own around 690 acres in the area and propose to use 25 acres for the track and parking.The Heaths are planning on hosting six to eight events annually, primarily on Saturdays from 11 a.m. to 1 a.m. in the spring, summer and fall months. The ending time could be much earlier depending on the number of participants, George Heath said.A sanctioned organization would run the mud bogs or truck/tractor pulls.“It will be very much similar to the Warren County Fair and Marthasville,” Heath said at the Dec. 17 planning and zoning meeting.Two tracks would be built, a 400-foot-long track for pulling events and a 200-foot-long track for mud bogs. Guardrails will be installed to serve as a safety barrier between the tracks and the bleacher area. Light poles also will be erected as part of the proposal.The Heaths would use signs no larger than 4-foot by 8-foot to promote upcoming events and provide directions to the property. Food and alcohol also may be served during the events.The property currently is pasture ground for cattle and will revert to that use in the offseason when events are not being held.Some opposition has formed to the Heaths’ proposal.Nearby property owners, commenting at the Dec. 17 meeting, are concerned about an increase of traffic on Highway B and the noise coming from the track.One property owner was worried that wildlife in the area may also be affected and asked for a study to be done.“We are really, really opposed,” said Michele Lux.Heath noted that similar events already held in the county are within city limits in Warrenton and Marthasville.“These are very short-term noise,” Heath said. “Most of these pulls are done in 10, 15 seconds. Mud runs are done in five seconds. There is a lot of woods to absorb the noise. This property is down in a hole. This is not some redneck operation. This would be a nice venue.”Planning and zoning members tabled a decision on the permit request at the Dec. 17 meeting as is standard when a proposal is first presented. The board is expected to take action on the permit request at its next meeting on Jan. 21.Warren County Planning and Zoning Commission
