Voters probably will see proposals in the future to increase the cigarette tax in Missouri since two ballot issues on the subject failed this past Tuesday.Amendment 3 to increase the cigarette tax 60 cents on each pack by 2020 was defeated with 59.2 percent of the voters saying no. The money raised from the tax hike would have funded early childhood education.Proposition A would have raised the cigarette tax 23 cents per pack by 2021, and increased the tax paid by sellers on other tobacco products by 5 percent of the manufacturer’s invoice price. Funds raised would have funded transportation infrastructure projects. These taxes would be repealed if a measure to increase any tax or fee on cigarettes or other tobacco products is certified to appear on any local or statewide ballot. The no vote total was 55.3 percent of the votes cast.Proposition A was placed on the ballot by the Missouri Petroleum Marketers and Convenience Stores Association to conflict with Amendment 3 and to confuse voters. The voters were confused. Usually, when confuse, if they don’t understand the measure, people vote no.
