An O’Fallon man being held in the Warren County Jail since 2015 has pleaded guilty to statutory rape.
Richard D. Luter, 31, was arrested in May 2015 on the charge that he had sex with a 13 year old. Luter was also charged with child enticement.
Luter submitted his guilty plea last week on Nov. 17. Presiding Circuit Judge Jason H. Lamb sentenced Luter to 10 years in prison for both charges. The sentence will run concurrent to a five-year sentencing for tampering with an electronic monitoring device, which Luter also pleaded to on Nov. 17, along with the sentence for an unspecified federal case.
The charges against Luter arose from a May 2, 2015, search for a runaway juvenile. Warren County sheriff’s deputies located the juvenile by tracing text messages to a home on Stracks Church Road.
The juvenile reportedly told deputies she had sex with Luter while staying in the basement of the home.
