St. Louis woman charged with rape in Warren County

A St. Louis woman has been arrested on a felony charge of first-degree rape in Warren County stemming from an incident in March.

Hoa T. Phan, born in 1972, was taken into custody Wednesday, July 22, after a no-bond warrant for her arrest was issued July 20. 

On March 2, the Warren County Sheriff’s Office responded to a report of a rape. Although the exact location of the incident is redacted in court documents in the case, it appears to have occurred at an area mobile home park.

The victim “reported he had been helping the park manager, Hoa Phan, collect rent in the subdivision, and while doing so, was raped by her,” according to a probable cause statement in the case.

The man told investigators Phan had asked him to come help her clean an abandoned trailer. While inside the trailer, she pushed him down, causing him to hit his head and become disoriented. Phan then allegedly pulled the man’s pants down and raped him.

As the victim “became less disoriented and understood what was happening, he pushed her away and ran away as he pulled his pants up,” according to the probable cause statement.

In an interview with investigators, Phan denied having sex with the alleged victim. No defense attorney for her is listed in online court records.

An initial no-bond order issued along with the arrest warrant for Phan notes the court found that she “will not appear on a summons and poses a danger to the alleged victim and the community.” She is being held at the Warren County Jail.
