Small Business Administration assistance available for severe storms and flooding in Warren County

On Aug. 15, the Missouri State Emergency Management Agency announced that the U.S. Small Business Administration approved Gov. Mike Kehoe’s request to make low-interest federal disaster loans available to homeowners, renters, businesses and private nonprofits impacted by severe storms and flash flooding that occurred July 26 and 27. 

The Aug. 13 SBA disaster declaration makes the loans available in Lincoln, Montgomery, Pike, St. Charles and Warren counties. Interest rates are as low as 4% for businesses, 3.62% for nonprofits and 2.81% for homeowners and renters, with terms up to 30 years. Interest does not begin to accrue, and payments are not due until 12 months from the date of the first loan disbursement. SBA sets loan amounts and terms based on each applicant’s financial condition. 

A Disaster Loan Outreach Center opened on Aug. 15 in Lincoln County to provide in-person support for impacted individuals who may be considering an SBA disaster loan to receive application and further guidance on potential funds available. It will be operational Monday-Friday 9 a.m. to 6 p.m. Walk-ins are accepted, but individuals can schedule an in-person appointment in advance at appointment.sba.gov. 

The Disaster Loan Outreach Center is located at Elsberry City Hall, 201 Broadway St. 63343. 

This approval also makes SBA’s Economic Injury Disaster Loan Program available to eligible small businesses, small agricultural cooperatives, nurseries and private nonprofit organizations impacted by financial losses directly related to the disaster.

For people who are deaf, hard of hearing or have a speech disability, please dial 7-1-1 to access telecommunications relay services. 

The deadline to return physical damage applications is Oct. 14. The deadline to return economic injury applications is May 13, 2026.
