Senior housing complex inches closer to approval

A proposed senior housing development on Fairgrounds Road in Warrenton appears to be inching closer to approval.Warrenton aldermen last Tuesday asked for a few more revisions to be made to the proposed site plan. They will revisit the development at their next meeting April 19 when they are expected to take action on ordinances related to the site plan and a conditional use permit.This is the second consecutive meeting board members have postponed approval. The city’s planning and zoning commission recommended approval of the development at its March 3 meeting.The latest delay was over concerns about how the development will connect to the city’s sewer system and making sure its engineer reviews the off-site sewer plans. City officials said they wanted to review the final sewer plan prior to passage of the ordinances.“I want to make sure if an upgrade is needed that the cost is to the development and not on the city,” city attorney Chris Graville said. “If we approve it, that will be our cost for the sewer line upgrade.”The 40-unit complex, known as Fairgrounds Villas, would be constructed on the corner of Fairgrounds Road and Fairlane Circle, across the street from the Warren County Fairgrounds. The property was formerly the American Legion baseball field.At last week’s meeting, Bart Korman, an engineer with Warrenton-based Lewis-Bade, presented a revised site plan that added trees and a pre-engineered pavilion/gazebo to the property, provided more handicapped parking, and moved fences planned on Fairgrounds Road and Fairlane Circle.When board members preferred more, he announced that 10 more trees will be added at various places on the property.The senior housing project is proposed by NECAC, Allied Construction, Inc., and the Marti Family Trust LLC. Under the plan, six six-plex and one four-plex building units would be constructed along with a 1,200-square-foot community/office building. The single-story apartments would be 1,031 square feet with two bedrooms and two bathrooms. Each apartment would have a kitchen, laundry room, front porch and back patio.When asked why questions remained related to the off-site sewer, Korman responded that those are included in the construction plans that are submitted at a later time than the site plan review. He also noted that those plans are reviewed by city staff and the Missouri Department of Natural Resources.“You have two checks and balances in this situation,” Korman said.Last year, NECAC was awarded $7.5 million in financing from the Missouri Housing Development Commission for the project. The apartments will be available for income-qualifying people ages 62 and older. Rent is projected at around $450 a month. Once approval is granted, construction is expected to begin this year and take about a year to complete.City of Warrenton
