The Scenic Regional Library Board of Trustees voted to increase its annual nonresident library card fee from $25 to $50 per household.The new fee is effective July 1, according to information from the library district. The nonresident fee applies to people who live outside of the district, but want to have a Scenic Regional Library card.This change primarily affects people living in Lincoln and Montgomery counties, which do not have countywide public library service. Residents in other counties, such as Washington, Osage, and Crawford, can get a Scenic Regional Library card at no cost due to reciprocal borrowing agreements in place between the libraries.The decision was made due to the library’s tax increase in April 2014, which increased the rate from 10 cents to 20 cents. The nonresident card fee is based on the average amount of taxes a Scenic Regional Library district resident pays to the library.
