Leaders of St. Charles Community College will be in Wright City Monday to answer questions about Proposition J, a ballot issue that combines an SCC tax levy with the promise of a Warren County technical school.A public forum on Prop J is scheduled for 6-7 p.m. Monday, Oct. 21, at the Wright City Scenic Regional Library on Wildcat Drive. Representatives of the college and local Prop J advocates will be there to provide information.An SCC spokesperson said another forum is planned in Warrenton the next week on Oct. 28 at 6 p.m. in the Warrenton Scenic Regional Library on South Highway 47.Residents who live within the Wright City R-II and Warren County R-III school districts will be asked to vote on Prop J Nov. 5. The proposition would levy a real estate and personal property tax of 16.66-cent per $100 valuation.In exchange, SCC would establish a “Warren County Regional Technical Education Center,” offer in-district tuition to students from the R-II and R-III districts, and provide other educational programs for county residents. The college has promised that all tax revenue from Warren County will be used for local purposes.This is the full ballot language for Prop J:“Shall the St. Charles Community College District, also known as the Community College District of St. Charles, Missouri, annex the properties located geographically in the (Wright City R-II School District/Warren County R-III School District) of Warren County, Missouri, effective the first day of January 2020?“If this question is approved, revenue from the annexation will be used to provide:• In-district tuition for Warren County residents taking classes from St. Charles Community College• Support for the establishment of a Warren County Regional Technical Education Center• Support for the addition of programs and services for Warren County residents provided by St. Charles Community College“If this question is approved, the overall property tax levy for Warren County property owners in the affected school district will increase by the addition of a Community College tax levy of $0.1666 (16.66 cents) per one hundred dollars ($100.00) of assessed valuation.”The ballot proposal only affects the Warren County R-III and Wright City R-II school districts. Anyone who lives in the Washington School District, including parts of the Marthasville area, would not be annexed into SCC.St. Charles Community College SCC logo
