The Warren County R-III School District has brought itself into compliance with state statutes governing the payment of substitute teachers, which will go into effect on Jan. 1, 2026.

Missouri House Bill 567, signed by Governor Mike Kehoe into law on July 10, repealed statewide earned paid sick time and modified the state's minimum wage law. The current rate of $13.75 will rise to $15.00.

The Warren County R-III School District has brought itself into compliance with state statutes governing the payment of substitute teachers, which will go into effect on Jan. 1, 2026.

Missouri House Bill 567, signed by Governor Mike Kehoe into law on July 10, repealed statewide earned paid sick time and modified the state's minimum wage law. The current rate of $13.75 will rise to $15.00.

This measure will affect the district’s substitute teachers, whose daily rate will increase from the current $120 to $130 per day to align with the legislation.

R-III Superintendent Dr. Gregg Klinginsmith said that, while the hope would be to do more for substitute teachers, adhering to the law was a must for the district to achieve by Jan. 1.

“We need to do more,” Klinginsmith said. “Paying (minimum wage) isn’t enough, but there are budget limitations. We’re always looking for ways to increase sub pay. We do have higher rates of pay for long-term subs, or for a certified teacher. There are different levels for sub pay. This is us getting in line with the minimum wage laws.”

Included in the board’s new business at the December meeting, the body approved a change order to provide access to the water tower for the City of Warrenton.

The change order, for $4,730, was designed to change the size of the shared entrance for the city water tower access and to the new Daniel Boone Elementary School, located at the corner of Ash Road and Highway 47.

Klinginsmith said the cost was well worth it to meet the needs of the city and the district.

“We appreciate a good relationship with the city, for sure, on this,” Klinginsmith said. “This will have just one entrance for both our property and their property. A shared driveway, if you will. This will help with our turn lane into the building. I should help with the traffic flow. This will simply allow the city to gain access to the water tower. We have a good relationship, so I appreciate it very much.”

Also discussed in the new business section of the meeting was the approval of course guides for the 2026-27 school year for the middle and high schools.

All programs of study were updated to include new courses and to remove courses no longer offered by the district.

The board unanimously approved each of the aforementioned motions.
