Police chase, burglary lead to arrest

Warren County Sheriff’s deputies have arrested a man who allegedly led Wright City police on a high-speed chase one day prior.William D. Payne, St. Louis, has been charged with first-degree tampering with a motor vehicle, second-degree burglary, stealing less than $150 with no prior stealing offense, felony possession of a controlled substance and unlawful possession of drug paraphernalia.His arraignment is scheduled for Jan. 25 at the Warren County Courthouse.Wright City police stopped a pickup truck just after 10 p.m. Jan. 18 on the North Outer Road near Wildcat Lane, after a check on the vehicle’s license plate came back as stolen. The black Ford F-250 was confirmed stolen from Overland, Mo., according to a Wright City police report.According to police, officers approached the pickup and Payne revved the engine and fled at a high rate of speed. The police report states an officer saw Payne was wearing a camouflage cowboy hat.Payne allegedly led police on a pursuit down the North Outer Road, crossing the grass median between the road and Interstate 70 three times. Police clocked his vehicle at up to 90 mph on the outer road and more than 100 mph on the interstate.The truck eventually turned north onto Highway A west of Warrenton and again reached speeds of more than 100 mph toward Truxton, according to the report. The truck drove into a field near the Truxton city limits, where Payne allegedly fled on foot.The next day, Warren County Sheriff’s deputies responded to a reported burglary on German Church Road east of Truxton. The victim told deputies someone had entered his locked garage and took several items from his vehicle, including a sweatshirt, a bottle of water and a roll of toilet paper.Later that day, Payne was located in the woods near Highway A and German Church Road, according to the sheriff’s department. Deputies found an orange sweatshirt in Payne’s possession that matched the stolen item.Also in Payne’s possession were four syringes, a plastic spoon, a small zip-top bag, and what deputies described as several homemade lock-picking devices, according to the report. Residue on the spoon reportedly tested positive for methamphetamine.One of the Wright City officers involved in the prior chase met deputies at the Warren County Jail and positively identified Payne, as well as his camouflage cowboy hat.William D.
