Officials discuss Augusta Bottom Road improvements

A tentative agreement may be on the table to reopen a section of the Augusta Bottom Road, a Warren County official said Monday.Hubie Kluesner, Southern District Warren County commissioner, said government entities involved are working together to reopen the section known as the Augusta Parkway, near the St. Charles County line.While that section has been closed for some time, motorists continue to move and drive around barricades.The Parkway was the scene of a fatal crash in 2010 that claimed the life of 16-year-old Ella Neier of Washington. A wrongful death lawsuit in that incident is still pending.During the Washington Area Highway Transportation meeting Monday morning, Kluesner said officials from Warren and St. Charles counties met to discuss funding to reopen the Parkway which straddles several large ponds that were left after the 1993 Missouri River floodwaters receded. Neier died after crashing her car into one of the ponds.Kluesner told the committee that the entities involved tentatively agreed to put up funds to “get the road up and open.”He did not offer any other details about the meeting or what the next steps would be to improve the road which serves as a shortcut between Augusta and Washington.Warren County Presiding Commissioner Roger Mauzy, who also attended the transportation meeting, said Tuesday that attorneys for Warren County and St. Charles County are in the process of drafting an agreement that could be a “possible solution” for both repairs to the road and a resolution of the wrongful death lawsuit.“I can’t go into too much detail but we are working on an agreement that could result in repairs being made to the road,” he said. “I think we are drawing closer to a resolution and for the first time, I think we can see light at the end of the tunnel.”Mauzy said that the proposed agreement called for Warren County providing funds for repairs to the road which has been a sticking point in the past.“We may not have a legal obligation to fix the (Augusta Bottom) road, but 1.7 miles of it lies in Warren County so I personally feel an ethical or moral obligation to make sure it is safe to travel on — whether it is Warren County residents traveling on it or not makes no difference to me.“We have other dangerous roads that need to be fixed (in Warren County) but I had to fish a 16-year-old girl out of that pond with the parents standing right there. I’ve been searching for a solution to this problem since 2010,” Mauzy added.Washington City Counselor Mark Piontek, who also serves as city attorney for Augusta, said he is not aware of Augusta officials agreeing to help fund improvements to the road.Augusta was removed as a defendant in the suit after the town’s insurance carrier paid an undisclosed amount to Neier’s parents.In August 2013, Augusta town officials voted to close the Parkway section because its new insurance carrier would not provide coverage for that section which is several miles outside the town’s corporate limits.Agreement reached
