No Decision Reached on Fence Near Ball Fields

Marthasville city officials are still undecided whether a permanent or temporary fence should be installed next to the ball fields at the Marthasville Community Club once an agreement is finalized to reroute Route D inside the city limits. Mayor Dale Verges said an amended agreement forwarded by MoDOT includes wording for a permanent chain-link fence. A temporary construction fence could be used instead, added Verges. He reiterated his desire at Tuesday night's board of aldermen meeting to see a fence erected as a safety feature when One Street officially becomes Route D. "I just want to make sure with all the extra traffic there isn't a problem," Verges said. "After construction, if the public, the board and the community club want the fence removed, then so be it." Following the suggestion of Alderman Jim Struckhoff, the board delayed amending the ordinance approving the original agreement that was passed in November. City officials set a tentative meeting for next Tuesday, Aug. 18, at 7 p.m. to meet with representatives from the Marthasville Community Club and MoDOT. "I want to hash this out," Struckhoff said. One Street will officially become Route D when the city and MoDOT finalize the agreement, Verges said. The reroute also will serve as a detour when the Toque Creek Bridge located on Highway 47 just outside of Marthasville is replaced. MoDOT officials previously said the bridge is expected to be replaced in the summer of 2011 and shouldn't take more than three months to complete. When the board last discussed the issue in November, Don Sherman, representing the community club, was concerned the fence might lead to less room for parking and impede expansion if the organization wanted to purchase land across the street for additional fields. However, some city officials were worried about children running into the highway and the possibility of increased traffic. City attorney Chris Graville suggested a crosswalk be painted on the street to keep the city from being held liable should an accident occur at the community club. "I think we need to protect ourselves by putting that fence up," Alderman Keith Hagedorn said. "We have the right to put it up there." City officials also want to address MoDOT regarding future maintenance of the existing Route D. In the agreement, MoDOT stated it would take care of any overlay project once construction on the new bridge is complete and Highway 47 is reopened. City officials, however, were unsure whether MoDOT would repair the new or former Route D. As part of the agreement, the city is accepting responsibility to maintain the old Route D.
