Marthasville Mayor David Lange confirmed the firing of former City Clerk Carla Heggemann, ending a five-year tenure that recently became tumultuous after Heggemann filed multiple complaints with the Missouri Ethics Commission.The complaints filed by Heggemann were dismissed by the ethics commission May 19, which came a day after Heggemann’s termination, but Lange said the reason for her firing has nothing to do with the ethics commission’s decision.“It doesn’t look good. This has been going on for quite some time and her ethics complaint is recent,” Lange said. “It was in no way related to that. I’m not going to elaborate on that. I’m not into tearing people down.”The allegations levied by Heggemann accuse Lange, Alderman Nicholas Lange and Alderman Daniel Grafrath of violating Missouri codes regarding conflict of interest. According to a letter from Missouri Ethics Commission Executive Director James Klahr, addressed to Lange, Nicholas Lange and Grafrath, “the complaint alleges that you violated Chapter 105, RSMO, when you accepted certain streets into the city so the city could make repairs to those streets. The complaint cites that you have relatives who live on those streets and that the vote to accept those streets resulted in financial gain for those family members.”Klahr would go on to state that the commission dismissed the complaint because the repairs to those streets benefited all residents living in the area, not just family members of Lange and Grafrath, and that none of the city officials listed in the complaint received any additional financial benefit from repairing the roads.Although not elaborating on the exact reason for Heggemann’s firing, Lange did say that she was the subject of an hour and a half closed session, which also included discussion of complaints made against the Marthasville Police Department. Lange said the board voted to terminate Heggemann during the executive season.In a follow-up interview, Heggemann said working for the city of Marthasville was a good experience. However, she declined to speak any further on the reason for her termination or what she will do next in regards to future employment.“All I can really say at this time is that I no longer work for Marthasville,” Heggemann said.Marthasville
