Janice Robinson has been part of the Community Action network for almost 45 years, and she’s seen its success in transforming lives for the better.Robinson, deputy director for Community Social Service Programs at the not-for-profit North East Community Action Corporation (NECAC), gave the opening address at the Missouri Association for Community Action (MACA) Legislative Day on March 16 at the Capitol in Jefferson City.The annual event gives staff members from the 19 Community Action agencies in Missouri a chance to discuss issues with lawmakers.“We know that you and the Community Action Network are working every day to ensure that families have the support and services needed to move out of poverty,” Robinson told the crowd gathered in the Capitol rotunda.Robinson, who serves as chairman of the MACA board’s advocacy committee, noted that the need for Community Action services has increased during the last decade. Government numbers show more than 908,000 Missourians live below the federally defined poverty line, an increase of 150,000 since 2005.“It is clear that Missouri still has a long way to go before poverty is back down to levels seen before the Great Recession,” Robinson said.One of the problems, Robinson said, is that wages have remained stagnant while household costs have increased.“Over 28 percent of the available jobs in this state are in low-wage occupations,” she told the crowd. “Households earning less than $30,000 per year are paying an average of 26 percent of their household budget on energy costs alone.”Robinson said the Community Action Network is uniquely positioned to help, with programs such as Head Start, job preparation, weatherization, home ownership and health services.Robinson joined NECAC in 1971 as a clerk. Over the years, she served as an executive secretary and Community Services Block Grant (CSBG) director before being promoted to her current position on April 1, 2004.
