Moscow Mills man charged with aggravated fleeing a stop

A Moscow Mills man was charged with aggravated fleeing a stop or detention and two misdemeanor offenses following an incident Feb. 6 around 11:55 a.m.

According to a release from the Wright City Police Department, the department received an anonymous tip that a male subject was driving a vehicle without permission at the eastbound Interstate 70 rest area. A probable cause affidavit filed in the case the driver of the vehicle was identified as Scott Hampp of Moscow Mills. The affidavit states that when Hampp observed the officer’s patrol vehicle he entered his vehicle and fled the area at a high rate of speed. The officer attempted to initiate a traffic stop, on the vehicle, identified as a 2007 GMC 3500 flatbed but the vehicle attempted to evade the officer.

The vehicle exited interstate 70 in Wright City and began heading west on the North Service Road. The pursuit continued through city streets, county roads throughout Warren County, and into Lincoln County. During this time, the passenger had contacted 911 and was attempting to convince the driver to stop. The driver made statements indicating he would either drive the vehicle into a tree or be involved in an officer involved shooting.

As the vehicle approached the southern intersection of Highway U and Highway J, the

Missouri State Highway Patrol was able to spike the tires on the evading truck, which then continued onto Highway J into Troy. The vehicle and pursuit continued onto Main Street in Troy, where the truck had already lost both front tires. The vehicle then turned onto Highway 47 and the Missouri State Highway Patrol performed an advanced maneuver which caused the vehicle to come to rest off of the roadway, north of Highway 47 near Aubuchon Road.

Due to the information gained in the 911 call, a negotiator was called to the scene as well as the Missouri State Highway Patrol Special Weapons and Tactics (SWAT) team. Ultimately,

Hampp was taken into custody for active felony warrants.

Hampp was charged with aggravated fleeing a stop or detention, driving while revoked or suspended and operating a motor vehicle without financial responsibility.

Hampp is being held without bond in the Warren County jail.
