More senior housing proposed in Warrenton

Record Managing EditorA third phase is being planned for the Hawthorn apartment complex in Warrenton.Developers are considering constructing a 46-unit complex that will provide independent living for seniors ages 55 and older. The development is being proposed by Gardner Capital Development, Inc., the same company that completed the first two phases, Hawthorn Village and Villas at Hawthorn.The complex will be constructed near the North Service Road and Villas Drive.All six aldermen voted in favor of Warrenton providing a letter of support at the Aug. 18 meeting.Gardner Capital Development, Inc. will be applying for tax credits through the Missouri Housing Development Commission to finance the project. The city’s letter will accompany the developer’s application.“We have been in the community for quite a while now and are excited to be proposing a third phase,” said Joel Oliver, of Gardner Capital. “This is really driven by the fact that the first two phases have about 300 people on the waiting list, about 80 of those are seniors. There is definitely a need and we’re excited to help.”A preliminary site plan was presented to the board last week. The single-story eight- and six-plex building units would have 1,024-square-foot apartments with two bedrooms and one bathroom.There would be five eight-plex and one six-plex units. A 1,840-square-foot community building and an area designated for a walking trail also is planned. Financial management, health and wellness services, and social activities would also be offered.“This is a project type we are very familiar with,” Oliver said. “We have built a lot of senior housing around the state over our 25-year history and we have been very successful with that.”Should the tax credits be approved, a formal site plan would have to be presented to the city’s planning and zoning commission and then be reviewed by aldermen for final approval.Last month, Warrenton aldermen narrowly approved a letter of support for a senior housing development on Fairgrounds Road, a project also seeking tax credits. Ward 2 Alderman Gary Auch was one of two board members who voted against the proposal, but said this time he did not have any concerns about stormwater run-off.“I don’t have an issue with this project,” Auch said. “As you recall, I did not support the previous project initially, primarily because it was on top of a hill and this is at the bottom of a hill.”Gardner Capital
