Record Staff WriterMarthasville Mayor David Lange’s attempt to fill one of the city’s two park boards hit a snag Wednesday night after questions about whether or not nonresidents could sit on the boards.One of the mayor’s appointments for the Rusche Park Board lives outside of the city limits, which appears to be a violation of the city ordinance. Because of the questions, the board approved seven of the eight appointments to the city’s two park boards.The board will discuss amending the ordinance at a future meeting to possibly allow nonresidents to serve on the park boards.Marthasville has two nine-member park boards with openings. Prior to Wednesday’s meeting, the city park board had five vacancies and the Rusche Park Board had three.Lange said he had spent the past several weeks coming up with candidates for the open spots. He said he has enough people to agree to fill the openings.The mayor nominated, and the board approved the following to serve on the city park board: John Ekstrom, Sandy Borgmann and Kathy Ogle, all to three-year terms; and Anna Homeyer Travers and Colette Sullivan, to two-year terms.Lange also tried to appoint Bill Warnecke, Diane Freese and Cathy Schoppenhorst to three-year terms on the Rusche Park Board. However, several people at the meeting questioned if Schoppenhorst could serve on the board despite not being a Marthasville resident.Lange said he didn’t think it would be an issue. He said mayors have made appointments of city clerks and other nonelected people who don’t live in the city.The mayor said he thinks the residency restrictions only apply to elected officials.City Attorney Jamis Kresyman consulted the city’s ordinances and found that, for park board officials, the appointees must be “chosen from citizens.”Kresyman said in her interpretation, citizens meant Marthasville residents. She said she was looking specifically at the ordinance for park board appointments.Alderman Nick Lange asked if citizens is a proper noun in the ordinance with a corresponding definition. Kresyman said there is no definition, but she feels that saying citizens in a Marthasville ordinance made the intent clear.The mayor said Schoppenhorst already does a lot of work with the park and would be an ideal candidate.Nick Lange asked Kresyman if the board could amend the ordinance. She said yes, but it has to be done at a future meeting. Nick Lange proposed appointing the seven Marthasville residents and then addressing nonresidents at a later meeting.The board unanimously agreed to appoint all seven residents.Marthasville
