Record Staff WriterMarthasville has a new deputy city clerk.Lisa Irwin, the former assistant city clerk, was promoted to deputy clerk at the Oct. 21 board of aldermen meeting. Marthasville Mayor David Lange said title change does not come with a change in salary, but does come with a change in responsibilities for Irwin.“It gives her more power,” Lange said. “Usually just the city clerk is the custodian of the records. ... By appointing Lisa to deputy, that gives her that same power.”Irwin will now have similar responsibilities and powers as current City Clerk Carla Heggemann. Irwin and Heggemann split time working for the city and Lange said Irwin’s promotion ensures that the city will have someone in the office who can handle record requests and do administrative tasks like sign paychecks at all times.The change in titles for Irwin was not unexpected. The meeting’s agenda called for the board, following an executive session, to vote on a bill that would promote Irwin to city clerk.Lange said his son, Nick, a Marthasville aldermen who was not in attendance at Wednesday’s meeting, had expressed concern about Heggemann not being around five days a week. David Lange said the board talked about making a change to have the official clerk in office more.“It wasn’t going to do anything but switch titles,” the mayor said.After the executive session, the board and Lange reopened the meeting to the public and said the board had decided to not vote on the bill.“Lisa wasn’t comfortable changing titles,” Lange said.Heggemann, who sat in during the executive session confirmed Irwin resisted the swap.“Lisa had some concerns about taking on that position,” Heggemann said. “She felt like she wasn’t ready for it yet. She requested that, if they wanted to change the titles, they just change it to deputy clerk. That’s what they agreed upon in executive session.”Heggemann said a promotion for Irwin would have been a demotion for her.“I didn’t want to be demoted,” Heggemann said. “I was never asked about it. ...
