Marthasville alderman has multiple charges for violating court order

Marthasville Alderman Christopher DeVore has multiple misdemeanor charges against him in neighboring counties for alleged violations of a protection order, The Record has learned.

Six charges were filed in Jefferson County and Franklin County circuit courts between March and May this year, according to court records.

One charge, filed March 23 in Jefferson County, predates DeVore’s current stint on the board of aldermen. He was appointed in April with a 3-0 vote from fellow aldermen after the resignation of Alderman Gene Jenkins.

Five charges were filed in Franklin County after DeVore’s appointment. DeVore subsequently was elected unopposed to the board in June. DeVore previously served on the board from 2016 to 2018.

An attorney for DeVore has not replied to a request for comment.

When contacted by The Record, Marthasville Mayor David Lange said he was not aware of any of the misdemeanor charges against DeVore. After consulting with the city attorney, Lange said city leaders are unlikely to take any action before DeVore’s cases are resolved in court.

Earlier this year, Lange requested the resignation of Alderman Jenkins over Jenkins’ own misdemeanor charges. Jenkins had signed a non-prosecution agreement for charges stemming from misuse of a police database while he was police chief.

Alleged violations

The criminal complaints against DeVore allege that between October 2019 and April 2020, he used multiple methods to contact a person who has a full order of protection against him. In some cases, DeVore allegedly used Facebook to publish personal information or statements directed at the protected person.

Law enforcement said the order of protection forbids DeVore from having any contact with this person, who is not named in public court records.

According to a Feb. 15 criminal report from Jefferson County Sheriff’s Department, the victim reported that DeVore had called her and threatened to harm her. The victim also showed deputies a screenshot from DeVore’s Facebook page, where he allegedly published song lyrics about killing a woman and having an alibi.

Law enforcement in Franklin County documented five other complaints from the victim against DeVore:

On Oct. 2, 2019, DeVore allegedly sent the victim a text message, and asked her not to report the violation.

On Oct. 24, 2019, DeVore reportedly sent the victim a message using Facebook.

On Nov. 1, 2019, DeVore reportedly contacted the victim by phone. Police noted at this time that the victim had already filed two previous complaints against DeVore.

On Nov. 11, police allege DeVore posted the victim’s phone number to Facebook, leading to her receiving multiple messages and phone calls from unknown persons. The victim told police she believed other Facebook posts were threats directed at her.

On April 11, 2020, DeVore allegedly published a Facebook post that contained the victim’s picture and name, which the victim believed was threatening in nature, police said.
