Criminal charges have been filed against a 27-year-old Warrenton man accused of setting an apartment on fire Sept. 12, 2014.Billy Clancy, of the 200 block of E. Walton, was charged last week with arson and second-degree burglary, both felonies.The fire was reported at an apartment complex in the 700 block of Smith Street in Truesdale around 12:09 a.m. Clancy, who lived in a nearby apartment, told deputies when they arrived on the scene that he had extinguished the flames by using a bowl of water.Witnesses told police that Clancy had left his residence moments prior to the fire being reported and had changed his sweatshirt. During the investigation, it was learned that 911 calls had been made from Clancy’s residence inquiring about forcing a resident to leave from the apartment where the fire was intentionally set, according to the probable cause statement. Three fuel containers also were located next to Clancy’s residence, police reported.Billy Clancy
