A man who allegedly shut off the power overnight and threatened children in a home Dec. 23 was arrested early Christmas Day, Warrenton police said.Court documents state Lucas R. Allen, 37, was taken into custody at 3:15 a.m. Dec. 25 on charges of stalking and violation of a protection order that the victim has against him.Warrenton police were called to a home on the 600 block of Third Street on Dec. 24, the day after the alleged harassment, according to an arrest report. Police met with the caretaker of the property and a woman who lives in the upper portion of the home.A protection order filed in Warren County Circuit Court states Allen, who resides in the basement, is to have no contact with the residents of the upper floor, police said. But at 1:20 a.m. Dec. 23, Allen allegedly used an electric breaker box in the residence to shut off power to the upper floor for several hours.The victim told police Allen then moved outside the house and began banging on windows, yelling racial slurs and saying he would kill a person and children in the home. The woman said her 7- and 8-year-old children could hear Allen and hid in fear.The woman reported that Allen had previously committed this same behavior, including shutting off the power.The property’s caretaker told police that after the first power shutoff incident, he’d had an electrician check the breaker box for any faults and mount tape on the box to show if it had been tampered with.When the caretaker arrived to turn the power back on Dec. 23, the arrest report states he recorded a video of himself switching the breakers while Allen spoke to him, calling him “whipped” among a string of expletives.The caretaker also has a protection order against Allen, stating the two are to have no contact, police said.Allen is being held at the Warren County Jail in lieu of a $2,500 bond. An arraignment is scheduled Jan. 9 in Warren County Circuit Court.
