A 26-year-old man was arrested Friday for allegedly having sex with a 13-year-old girl, police said.Warren County Prosecutor Kelly King charged Richard Luter with first-degree statutory rape following an investigation by the Warren County Sheriff’s Department. Luter remains in custody on a $100,000 cash-only bond.The alleged sexual encounter occurred May 2 at a home in the 26000 block of South Stracks Church Road. According to the probable cause statement, authorities began investigating the report of a runaway juvenile on May 2.Deputies learned of the girl’s whereabouts that same day after reviewing sexually explicit text messages that were traced to the Warren County home. The following day, the girl told detectives she had sex with Luter.Luter’s father also told detectives that the girl had been staying with his son in the home’s basement for a few days. Online court records also list Luter as residing in O’Fallon.Richard Luter
