Korman pursues tax holiday

Rep. Bart Korman, District 42, is seeking a new state tax holiday for goods made in the U.S.Korman’s Missouri House district includes Warrenton and much of Warren County. He has filed House Bill 311 for the 2017 legislative session, which would establish a weeklong sales tax exemption for “Made in USA” products.Korman said he has pursued the tax holiday for several years.“It’s a way to give the tax benefit to consumers and encourage awareness of American jobs and American products,” Korman said. “The tax break isn’t going to big corporations, its going to Missouri consumers.”As written, the bill will only establish tax holidays during the first week of July in 2018 and 2019. If it goes well, the event could be extended to future years.“With any tax policy it’s best to not do it in permanency, to do something new in a short period and see what the effects are,” Korman said.Although the effects of new tax policy are sometimes difficult to predict, Korman said the tax holiday would benefit a broad range of consumers and manufacturers. Fiscal notes on previous submissions of the bill estimate it would reduce state revenue by about $8 million. To put that in perspective, an estimate for 2015 put the state’s sales and use tax revenue at $2 billion.Also included in the bill is a provision allowing local city governments and other political subdivisions to offer the same exemption on local sales taxes during the tax holiday.Motor vehicle sales and fuel sales are specifically excluded from the tax holiday. Those would be taxed as normal.Missouri’s 2017 legislative session began Jan. 4. Korman said he also will be focused on other tax issues related to transportation projects.Rep. Bart Korman
