Group drops bottom road from agenda

The Washington Area Highway Transportation Committee is closing the book — for now— on Augusta Bottom Road saga.During their meeting Monday, committee members voted unanimously to remove the bottom road as a regular item on their monthly agenda. There was no discussion before the motion was made and approved.Improvement of Augusta Bottom Road has been a regular agenda item since the transportation committee was established in the 1990s.Originally, the committee pushed for improving the gravel roadway, or constructing a new roadway, which serves as a link between Augusta and Washington.Lately, the push has been to install safety improvements in the wake of a lawsuit filed by the parents of 16-year-old Ella Neier of Washington who was killed in 2010 when her car ran off the Augusta Parkway and crashed into one of the lakes that border that section of the road.That suit was settled Aug. 31, 2015.As part of the settlement, Washington, the town of Augusta and Warren and St. Charles counties agreed to share in the cost to install guardrails and other safety improvements along the parkway.Workers recently completed installing the improvements and putting the final touches on the project. A ribbon cutting was held June 14 to mark the occasion.At that point, Warren County took over maintenance of the Augusta Parkway which it previously claimed it did not own. After part of the road was washed away in the Great Flood of 1993, the Augusta Parkway was constructed with a FEMA grant awarded to Augusta.After that, Warren County claimed it had no ownership, or responsibility, to the Augusta Parkway section.Augusta Bottom Road is located in southeastern Warren County and southwestern St. Charles County. It is primarily used by motorists traveling to and from St. Charles County and Washington. The portion of the road in Warren County is gravel, while the St. Charles County section is paved with asphalt.
