Former Jewelry Store Owner Faces Charges

A former Warrenton jewelry store owner is facing more charges for his alleged connection to a burglary and theft ring that was broken up more than a year ago. Last Wednesday, prosecutors charged Michael Sifrit with four counts of second-degree burglary, three counts of stealing a firearm and one count of felony stealing. He turned himself in to authorities on Tuesday. He was released after posting an $80,000 bail. According to authorities, Sifrit was recorded on a hidden wire during a conversation on Dec. 3, 2008, just before authorities raided his Warrenton business formerly located at the intersection of Highway 47 and Veterans Memorial Parkway. In that conversation, Sifrit stated he had obtained 72 guns from Kibb Howard, who had been arrested the day before for allegedly breaking into homes in five counties with his wife, Carla Howard. Sifrit also allegedly "encouraged" Kibb Howard to obtain jewelry and firearms, specifically rifles, which Sifrit said he could move easily, according to the probable cause statement. In an interview following his arrest, Sifrit told authorities he believed the items brought to him by Howard were stolen, the probable cause statement shows. Sifrit was charged with unlawful possession of a firearm after he was taken into custody Dec. 3, 2008. His next court appearance on that charge is scheduled for Feb. 22. Police allege that Sifrit's business was a front for selling stolen items. The Howards, of Laddonia, told police they burglarized homes to feed their heroin addiction. At the time of their arrest, the Howards and their three children were staying at a friend's house in the Bel-Aire Trailer Park in Truesdale. In their 45-day crime spree, they allegedly broke into homes in Warren, Lincoln, Montgomery, Audrain and Pike counties. All the burglaries happened during the day. Warren County Sheriff Kevin Harrison said Carla Howard would approach a house and knock on a door. If someone answered, she would give a reason for being there. If the home was unoccupied at the time, her husband would leave their vehicle and kick the door down. At least six burglaries occurred in Warren County. The arrests were the culmination of investigations from several police agencies that included witnesses identify a red Jeep in the same area of the burglaries and aliases used by Kibb Howard. During the raid at Sifrit's business, officers seized several guns, a computer and a number of jewelry items. Guns, televisions, knives and electronic equipment also were found at Sifrit's residence in Fenton. Under Missouri law, an individual doesn't have to enter a residence to be charged with burglary, according to Warren County Prosecutor Mike Wright. "We believe we have sufficient evidence to prove he (Sifrit) committed the crimes in the burglaries," he told The Record. S&S Jewelers was at its former location for approximately two years and previously was at the outlet mall. Before moving his business to Warrenton, Sifrit owned a pawn shop and jewelry store in Washington. Carla Howard was sentenced to 14 years in prison in July for her part in the theft ring. She pleaded guilty to six counts of second-degree burglary and six counts of stealing. A seven-year prison sentence also was ordered to run concurrently after she pled guilty to one count of possession of heroin and three counts of endangering the welfare of a child. Kibb Howard has plead guilty to the same charges as his wife, but yet to be sentenced for his involvement. Sentencing has been tentatively scheduled for March 23. A federal charge of being a previously convicted felon in possession of a firearm also is pending against him.
