DNA test leads to Jonesburg man’s arrest

A Jonesburg man could receive up to four years in prison after DNA tests by Cardinal Glennon Children’s Hospital physicians revealed he fathered a child with his 18-year-old daughter.Mathew Quinley, 36, recently posted bond on felony incest charges following an investigation by the Warren County Sheriff’s Office, the Missouri Department of Child Services and physicians at the children’s hospital.An investigation by the sheriff’s department began after child services received a report of suspected incest from the hospital, following the June 6 birth of the child, when Cardinal Glennon physicians noticed birth defects commonly associated with incest.Further along in their investigation, physicians tested Quinley, his daughter and another person, later determining Quinley is the father.According to a probable cause report by WCSD Detective Jeff Doerr, the incestuous relationship between Quinley and his daughter took place between Aug. 1, 2015, and June 6, 2016. The mother was 17 years old at the time the child was conceived.Before his June 30 arrest, Quinley was listed on the Missouri Sex Offender registry. He has been listed on the registry since 2004 after pleading guilty to second-degree statutory rape in 2004, where he admitted to having a sexual relationship with a 15-year-old girl when he was 23.If convicted of incest, Quinley may have dodged a potential seven-year sentence. Starting in January of 2017, the penalty for incest increases to a Class C felony with maximum sentence of seven years after Missouri legislators approved elevating the crime from a Class D.Instead, Quinley currently faces a maximum penalty of four years.Crime
