Record Managing EditorWarrenton will not issue credits for high usage utility bills, but a payment plan can be arranged.As part of a new policy, customers can request a payment plan for up to 90 days in cases of extremely high bills occurring as a result of a leak. The plan will set the amount and time line for when the payment must be made.During the term of the payment plan, the new billing amount for the current month’s consumption must be kept current and paid by the 15th of each month in addition to the delinquent payment plan amount, according to the policy.If the payment requirements are not met, the amount must be paid in full immediately and the customers will be subject to disconnection.The only time a sewer credit will be issued is in the event a water leak occurs and an employee verifies the water did not enter the city’s sewer system, or when a resident notifies the water department prior to filling a swimming pool.The new policy was approved by a 5-0 vote at the June 16 board of aldermen meeting. Ward 3 Alderman Jim Dreyer was absent.In other news• Also at the June 16 meeting, the board held a discussion on how to improve the parking situation near the post office. The city owns a small gravel lot to the east which is used for extra parking, however most of the spots are utilized by postal employees. The city plans to see if marking the lot will allow for more vehicles to be parked there. The situation is expected to be discussed at a future meeting.• An ordinance related to an individual residential lot with prior conditional use permit approval for a multi-family house was approved. The regulation is for lots that are already approved for multi-family use, but are still vacant. The city will also charge one fee for multiple lots if the applicant submits the development plans at the same time.• A reimbursement totaling $15,654.60 will be dispersed to five employees who waived health insurance from the city for the period of June 1, 2014, and May 31, 2015. The five employees will each receive a $3,112.92 reimbursement, which amounts to half of the annual health insurance premium for single coverage.• The city will spend $2,135 for a batting cage to be placed at the athletic complex. The bid, from Johnny Mac’s in St. Peters, was slightly higher than the lowest bid of $2,114 from Batting Cages, Inc., of Everson, Wash. Officials recommended the higher bid since Johnny Mac’s had larger poles and was located in the area. A third bid was submitted from Christenson Network for $5,650.• Police Chief Greg Houdyshell received authorization to sign a memorandum of understanding for his department to remain a member of the East Central Drug Task Force.• A street closure request was approved for Slim’s Journey: FARA 5K run/2.5K walk on Sept. 12. Route M will be closed between College United Methodist Church and West Street between 7:45-8:15 a.m. and Kuhl Street from Vosholl to Route M from 8-9 a.m.• Roberta Austin was hired as an administrative assistance in the public works department. She started work July 1. She will be paid $12 an hour.• Jon Brockfeld was reappointed to the park board and will serve a three-year term.• A request to place purple ribbons on the city’s light poles was approved for the month of September to help raise awareness for Relay For Life of Warren County. The annual fundraiser for the American Cancer Society will be held Saturday, Sept. 26.• A 2015-2016 liquor license was issued for the Warrenton Elks Lodge.City of Warrenton
